Light nuisance

If there are complaints about lighting, Sotto le Stelle carries out a light nuisance investigation. A planned new development can also be evaluated. Sotto has calibrated measuring equipment and software programmes to evaluate the degree of light nuisance.

Regulations do not state clearly what is or is not annoying.Some Dutch laws do mention light nuisance but in ways that are not really helpful. More useful are the light pollution publications of the Nederlandse Stichting Voor Verlichtingskunde (NSVV). Various national laws refer to these publications.




In these publications there are maximum values above which the light is regarded for residents a nuisance. Below is one such table for sport lighting.

The table shows that values vary according to surroundings and times.

Glare
Judging from Sotto’s investigations, it can be concluded that the glare of the light is seen as the biggest nuisance. Experience shows that if one looks into a light and has to squeeze one’s eyes, there is more light than the directive indicates.


Studies conducted
